More Than 800 People Get A Taste Of History Aboard The Vintage Airliner
EAA's Ford Tri-Motor NC8407 flew a record number of passengers during its tour stop last weekend at Dona Ana County Airport in Santa Teresa, New Mexico. The three-and-a-half day tour stop co-hosted by the War Eagles Air Museum and EAA Chapter 555 of Las Cruces, New Mexico, saw the airplane make 89 separate flights providing more than 800 passengers with rides on the vintage airliner.
That's a remarkable total, said Kristin Busse, EAA air tours manager. The chapter and the museum created a model tour stop that we here in Oshkosh and other hosts will strive to replicate in the future. That is the best ever three-and-a-half day tour stop we've ever had for the Ford Tri-Motor.

Vietnam Veterans War Memorial
Vietnam veterans from throughout the area gathered together on Tuesday, March 1, 2016, to witness the installation of an authentic Vietnam-era Huey Helicopter at Veterans Park in East Las Cruces.
As the centerpiece of the Vietnam War Memorial Monument, the 4,000-pound helicopter was lifted in place by two cranes that placed it on top of a 25-foot pillar. The vintage Huey was taken from the nearby War Eagles Air Museum in Santa Teresa and transported to Las Cruces on a large flatbed trailer.
The monument is the brainchild of local community leader J. Joe Martinez, who spent nine years developing the monument and raising funds from the private and public sector for the project.
The New Mexico Vietnam Veterans War Memorial Project in Las Cruces, New Mexico, is a partnership between the community, the private sector, and the State of New Mexico to fund and build a memorial to pay tribute the 398 New Mexico Vietnam veterans killed in action (1955-1975). The memorial, titled “Heroes Never Thanked,” also honors all Vietnam veterans who served in Southeast Asia and those who have made the ultimate sacrifice by giving their lives during the Vietnam War.The New Mexico Vietnam Veterans War Memorial will reside in the Las Cruces Veterans Park. Each Killed in Action Vietnam Veteran from New Mexico will have their photo metal engraved and set in a semi-circular stone wall as part of the memorial.

Gov. Martinez Signs Aviation Maintenance Tax Cut
New Mexico Gov. Susana Martinez recently signed House Bill 14 at the War Eagles Air Museum in Santa Teresa.
House Bill 14 as amended is now law.
The bill allows aircraft manufacturers to deduct gross receipts tax, saving them about 7 percent of their costs.
We want people to know how much we want you here...we are open for business.
New Mexico's economic development secretary, Jon Barela, was with business leaders.
I was born and raised in this area...to see the border area develop...is very very exciting.
Director of aircraft company, Santa Fe Aero Services, Ronald Tarrson, sat here inside the museum aircraft hang. He looked up at the governor mention his business by name.
I had tears in my eyes because we have worked very hard to make this happen.
He says 1996 was the first time he tried to get legislation passed for his company that has branches in Santa Fe and Albuquerque.
It's been a struggle ever since because airplanes...we just made it our mission to equalize the playing field.
Twenty years later, looks like Tarrson has his wish as his company plans expansion into Santa Teresa.
The difference is the taxes...now without that tax we're on an even playing field with Colorado and Arizona.
Santa Fe Aero Services wasn't the only business making a commitment here. Five others were represented here on stage by their CEOs.
Jerry Pacheco of the Border Industrial Association stressed not just that 6 new businesses are moving here, but that the businesses aren't just in one field.
We have logistics companies, metal companies...set up and achieve success.
In all, the 6 businesses plan to bring about 150 news jobs.

Traveling the USA to Oklahoma and visiting the Stafford Air and Space Museum. General Tom Stafford is a big part of the museum, he was one of the first Apollo Astronauts in 1969 on Apollo 10 to do a dry run around the moon and return. This laid the ground work for Apollo 11 to have the first man on the moon just a few months later. Hope to get into New Mexico and Arizona for warmer temperatures. Ford Tri- Motor Comes To Dona Ana County Airport
This weekend, the War Eagles Air Museum and the Experimental Aircraft Association are giving people the chance to experience a part of aviation history by bringing the 1929 Ford Tri-Motor Aircraft to the Dona Ana County Airport.
Those propellers work just as well as they did in 1929. Pilot Bill Thacker says that sound is still one of his favorite parts of flying the plane.
“It’s a lot of fun just to start and to hear those engines come to life,” Thacker said. “I tell everybody when they are here to hear it for the first time it sounds like a whole herd of Harley’s, and it really does just as it cranks up. So, to hear that and to feel that rush of those engines as they start up. And then to warm it up, and to take it out, and to taxi, and then to actually put the power to it and feel the power that it has.”
This plane is one of about 6 that are still in flying condition. Brett Hahn, a volunteer at the War Eagles Air Museum says they wanted people to experience the golden age of aviation.
“It’s considered to be the airliner that kicked off commercial air travel in the United States,” Hahn said. “It was Henry Ford’s vision and he built about 200 of them. These airplanes started flying at a time when only cargo was being flown, and maybe the mail by biplanes.
He has flown on the plane twice, and says it is nothing like flying today.
“It is an out of this world experience,” Hahn said. “There was no plastic in those days, so this airplane has leather seats, its all wood inside it’s just beautiful. Henry Ford wanted to make sure that passengers were comfortable in this airplane, and so what he did was he built the airplane interior very much like a Pullman railroad car from the 1800’s.”
The plane still flies daily, and took people on about one thousand flights just last year. Pilot Thacker says even though the plane is old it is very easy to maintain.
“The design criteria that Henry Ford laid down with William Stout, who actually built the airplane,” Thacker said. “Was to make sure that it was totally maintainable in the field. That’s why if you look at the airplane you’ll see the control cables and stuff everything is outside the airplane. There is very little internal. The engines are very easy to get to. The control cables are easy to get to. The engine instruments even are outside, they are just about the engine on the pylon. So, there is really very little plumbing, there’s very little cables, there’s no hydraulics. So, it’s very very simple to maintain.”
Thacker’s day job is as a commercial airline pilot. He says getting to fly people in the Ford Tri-Motor on the weekends is a treat.
“The visibility is great,” Thacker said. “Hanging your arm out the window while your flying is a hoot. There is nothing I can say that isn’t an absolutely amazing experience in this airplane whether you’re flying, or whether you’re sitting in the back.”
Over 250 tickets were pre-sold for this weekend’s event, but there are still plenty of tickets available at the door.

Las Cruces Examines Economic Development Proposals For Hold Harmless GRT Funds
Las Cruces City Council is scheduled to vote on a plan to bond Hold Harmless GRT tax funds next month. If the bond passes, $12.6 million dollars will be available for economic development projects around the city.
Council is looking to fund a variety of projects with bond money in an effort to diversify their investments. Some of the Projects being looked at include expanding the convention center, building a soundstage, making improvements at the airport, and developing a business incubator.
Las Cruces City Councilor and Chair of the Economic Development Committee Nathan Small says they looked at three factors when narrowing down projects.
“These are projects that are intended to raise wages across strategic sectors,” Small said. “To expand the gross receipts tax base, so it will bring more funding to Las Cruces for priorities here in our city. And because these projects are in important sectors, and industries for the city.”
Las Cruces Economic Development Coordinator, Gary Camarano, says they are looking into public-private partnerships to complete the projects in order to get the most of the bond money.
“Really for Economic Development to really be effective you have to have the private sector involved,” Camarano said. “I mean, let’s face it. They’re the ones creating the jobs; they’re the ones whose skin is in the game and taking most of the chances. Our job is to assist the private sector where we can.”
Councilor Greg Smith says when it comes time to approve specific projects, they will look at which have the potential for the most return on investment.
“We’re doing our very best to figure out where can we get that return on our investment,” Smith said. “Where can we put money into a project that’s going to come back to this community with more jobs, with better paying jobs, with a higher quality of life, with more opportunities for people.”
The plans for the projects will come to the council for approval over the next few years, Camarano says the Economic Development Committee will not ask for funding for a project until the details have been finalized.
“Some of the plans are a little further advanced like the convention center expansion,” Camarano said. “There is actually a hotel that is coming to town to build a hotel next to the convention center. There are plans drawn up for it. So, that one will probably get done very soon. The sound stage project, a little bit longer in development, pulling all our partners together, taking a look at what it will look like ultimately.”
Small says these projects will be able to be examined by the city council on a case-by-case basis.
“As these projects come forward,” Small said. “There will be specific analysis that is done, and again seeking to leverage other partnerships, and those contributions from other sectors, whether they be other public sectors, and most especially for the private sector.”
If the bond is approved by the city council in September, council could begin approving these economic development projects in October.

Questions Raised Over Plans For GRT Bond Funding In Las Cruces
Las Cruces City Council is voting to approve an issuance of $28.5 million dollars in bonds that would be paid off using Hold Harmless GRT tax funds. The money will be used to fund projects including roads, energy efficiency and business incentives.
While, Hold Harmless payments are being phased out by the state, Las Cruces is projecting an increase in available funds from the GRT tax revenue after the budget is balanced. City Council is trying to use that increase to fund projects that could be a greater cost to the city in the future.
Currently, 20% of the funding will be used to increase energy efficiency of city facilities, 45% will be allocated toward road projects, and 35% will be used for business incentives.
City Manager Robert Garza says the funding breakdown was decided by city council during a work session.
“Council then decided diversification is important,” Garza said. “Let’s not put all our eggs in one basket, let’s not focus all these funds for just one purpose. Because you can go into something and say it’s going to be the best that it can be. But if there is any flaws in your thought process, putting everything in one place doesn’t make sense.”
The City formed an economic development committee to help narrow down business incentive projects to be funded including expanding the convention center, building a soundstage, and investments at the Las Cruces airport among others.
However, many in Las Cruces are also looking for quality of life investments, such as improvements at parks, a competition pool, and bike trails throughout the city.
“Enlarge the library, and have extension locations,” Phyllis Radtke said.
“We need some kind of little parks, like we used to have the put-put,” Asuncion Dudan said. “And stuff like that, things for kids to do instead of just hanging around.”
“Beautiful parks, art, cultural things,” Linda Corbet said. “Definitely, nice places to eat, people can go hang out, that bring people together, anything along those lines.”
“I don’t think we have enough activities here for children,” Phyllis Radtke said. “Teenagers especially, if you want to keep people in town. That would be the way.”
This is in line with a recent survey commissioned by the city of Las Cruces on their comprehensive plan. 61% of people wanted to be able to walk to city parks or recreational areas, and 59% wanted convenient access to city facilities such as recreation centers, senior centers, libraries, and museums.
72% of people also said more work opportunities are needed, and New Mexico State University Economics Professor Chris Erickson says the two are not mutually exclusive.
He says the number one thing business look at when coming to an area is the quality of the workforce, and to get that a city needs a high quality of life.
“One it works to attract businesses in because you can attract and retain high quality workers,” Erickson said. “And then two it helps economic development by attracting high quality workers who can then later on start their own businesses.”
Erickson says quality of life includes good K-12 education, good roads, and good amenities like parks and recreation areas.
“Issuing bonds to fund that kind of investment makes perfect sense,” Erickson said. “Because you’re investing in livability of the city that both benefits the people who are already here, and it benefits in attracting people outside the community who might not have otherwise considered locating here.”
City Manager Robert Garza says, while quality of life projects do help with economic development, for the $12.6 million in bond funding that is being put toward business incentives they are focusing on projects where they expect a return on investment.
“Building a new park would be another example of not having a return on an investment,” Garza said. “People will enjoy it, but there is no revenue generated as a result of building a park. People don’t pay to go to parks, they enjoy them and we all like them, and they are important part of quality of our quality of life, but quality of life doesn’t really return dollars back into the coffers of the city.”
City Council will be voting on these business incentive projects over the next few months, as specific plans are brought forward. If any money is left after the next year, the money will then be rededicated to roads projects.
