It is the capital city of the province of Iloilo where it is geographically situated but, in terms of government and administration, it is politically independent. In addition, it is the center of the Iloilo-Guimaras Metropolitan Area, as well as the regional center and primate city of the Western Visayas region.     The Dinagyang Festival is a religious and cultural festival in Iloilo City, Philippines held on the 3rd Sunday of January, or right after the Sinulog in Cebu and the Ati-Atihan Festival in Kalibo, Aklan. It is held both to honor the Santo Niño and to celebrate the arrival on Panay of Malay settlers and the subsequent selling of the island to them by the Aeta's.
