Nariño is a department of Colombia named after independence leader Antonio Nariño. Its capital is San Juan de Pasto. It is in the west of the country, bordering Ecuador and the Pacific Ocean. Nariño has a diverse geography and varied climate according to altitude: hot in the plains of the Pacific and cold in the mountains, where most of the population resides, a situation that is repeated in a north-south direction. Other important cities include Tumaco and Ipiales.

    Blacks and Whites' Carnival , is the largest carnival celebration in south Colombia, its geographical indication belongs to the city of Pasto. It is celebrated from January 2nd to the 7th of each year and attracts a considerable number of Colombian and foreign tourists. On 30 September 2009, this Carnival was proclaimed by UNESCO, as one of the Masterpieces of the Oral and Intangible Heritage of Humanity.
