Poole is a large coastal town and seaport in the county of Dorset, on the south coast of England. The town is 33 kilometres east of Dorchester, and adjoins Bournemouth to the east. The local council is the Borough of Poole and was made a unitary authority in 1997, gaining administrative independence from Dorset County Council. The borough had an estimated population of 151,500 making it the second largest in Dorset.     Evelyn Cecil, 1st Baron Rockley, GBE, PC was a British, Conservative Party politician. Born in the parish of St George's, Hanover Square in the heart of London's Mayfair, Cecil was the eldest son of Lord Eustace Cecil, grandson of James Gascoyne-Cecil, 2nd Marquess of Salisbury, and cousin of both Sir Robert Cecil and Arthur Balfour. He was educated at Eton and New College, Oxford. Cecil was Private Secretary from 1891-2, to the Prime Minister, his uncle, Robert Gascoyne-Cecil, 3rd Marquess of Salisbury, during the latter's second term and during his third term from 1895-1902.
