Upper Black Eddy is officially part of Bridgeton Township which also directly borders adjacent Borough of Milford, Hunterdon County, New Jersey via by the Delaware River Joint Toll Bridge Commission's free Upper Black Eddy-Milford Bridge over the Delaware River.
