TALIM - Tangier American Legation Institute For Moroccan Studies
Located on zankat America, about 50 m (160 ft) from Bab Merican, the old American Legation in Tangier, Morocco, the only US National Historic Landmark located in a foreign country, is now home to the Tangier American Legation Institute for Moroccan Studies (TALIM). Now a vibrant center of activity in the old medina, the facility houses is a museum, research library, and cultural center. TALIM is the research center in Morocco of the American Institute for Maghrib Studies – AIMS, part of CAORC, the Council of American Overseas Research Centers.

The Tangier American Legation (Arabic: المفوضية الأميركية في طنجة; French: Légation américaine de Tanger) is a building in the medina of Tangier, Morocco. The first American public property outside the United States, it commemorates the historic cultural and diplomatic relations between the United States and the Kingdom of Morocco. It is now officially called the Tangier American Legation Institute for Moroccan Studies, and is a cultural center, museum, and a research library, concentrating on Arabic language studies.
The legation was listed on the U.S. National Register of Historic Places on January 8, 1981. U.S. Secretary of the Interior James G. Watt subsequently designated it a National Historic Landmark on December 17, 1982. It is the only listing or designation in a foreign country, excluding those in countries that grew out of the Trust Territory of the Pacific Islands. The building has been listed on the U.S. Secretary of State's Register of Culturally Significant Property, a listing of State Department properties around the world that have particular cultural or historical significance.

20 سنة من محو الامية - Vingt ans d’alphabétisation
احتفلت مؤسسة طنجة المدينة هذه السنة بمرور 20 سنة على تأسيسها،وتخليدا لهذه الذكرى تم انتاج فيلم قصير من طرف السيدة نوار ناصح من جامعة عبد الملك السعدي، وذلك بالتعاون مع المفوضية الامريكية التي تدعم نساء المدينة القديمة، اللواتي يستفدن من برنامج محو الأمية.
وسط حي بني ايدير بالمدينة القديمة بطنجة ، يوجد مقر مؤسسة طنجة المدينة التي تأسست سنة 1999. الجمعية تسعى للحفاظ على تراث المدينة العتيقة. من بين أهدافها:
إنقاذ التراث المعماري والثقافي.
ايجاد فضاءات سوسيو تربوية.
تأطير و تحسيس سكان الأحياء للحفاظ على المدينة العتيقة.
منذ البداية، حظيت المراة باهتمام كبير من طرف مؤسسة طنجة المدينة، إذ فتحت لها المجال من اجل تجاوز عتبة الامية، وذلك من خلال دروس في اللغة العربية،اضافة الى دروس في مجال الخياطة والاعمال اليدوية. كان عدد المستفيدات سنة 1999 لا يتجاوز عشرين امرأة، لكن هذا العدد بدأ يرتفع سنة بعد اخرى، اذ اصبح اليوم يتجاوز 170 مستفيدة.
عرفت الجمعية تطورا كبيرا، ففي سنة 2005 اضيفت دروس في اللغة الانجليزية وايضا اللغة الفرنسية والاسبانية.كما تركز الجمعية على التوعية بحقوق المراة وتفعيلها على الواجهة القانونية والاجتماعية،وذلك من خلال تنظيم محاضرات وندوات يلقيها متخصصون في المجال (أساتذة – محامون – اطباء ...)
عبر مسيرة 20 سنة من العطاء، ساهمت الجمعية في محو امية ما يزيد الف مستفيدة ،اذ ان عددا كبيرا من النساء يقبلن على برنامج تعليم الكبار، كما أن الكثير منهن تعلمن القراءة والكتابة والحساب. كما حصلن على شهادات تقديرية في تحصيل تلك المهارات.
A l’occasion du 20ème anniversaire de la Fondation Tanger Al Madina,en collaboration avec la légation Américaine, ce témoignage a été réalisé par Nawar Nasseh, de l’Université Abdelmalek Essaadi, afin se soutenir toutes les femmes de la Médina de Tanger, qui luttent pour mettre fin à leur analphabétisme.
La Fondation Tanger Al Madina a été créée en 1999 . Son siège est situé dans le quartier Beni Idder,à la légation Américain. C’est une association à but non lucratif pour la sauvegarde des monuments historiques de la médina de Tanger.
Dès le début ,la Fondation Tanger Al Madina a accordé une grande attention à la femme ,l’association organise un programme intensif d’alphabétisation au profit de femmes de la médina . Les premières classes comptaient une vingtaine de femmes , par la suite et très vite, le nombre s’est accru. Aujourd’hui, elles sont plus de 170 femmes et jeunes filles qui viennent tous les jours de la semaine pour apprendre à lire,à écrire, à coudre, à broder….
L’association a connu un développement remarquable. En 2005 elle a ajouté des cours en Anglais,en Français et en Espagnol. En 2008,l’atelier de confiserie a été lancé, les bénéficiaires ont manifesté un grand intérêt pour cet atelier. L’association organise aussi des séminaires, des conférences au profit des résidents de la médina, par des spécialistes et des professionnels du secteur de la santé, de l’environnement, de la culture etc…
En 20 ans de dons, la Fondation Tanger Al Madina a contribuée à l’élimination de l’analphabétisme chez plus de 1000 bénéficiaires puisqu’un grand nombre de femmes ont appris à lire, à écrire, à calculer. Ainsi que des certificats de reconnaissance pour la collecte de ses compétence.
Signed Language Diversity in the Arab World التنوع في لغات الإشارة بالعالم العربي

Since the middle of the twentieth century, scientific research has demonstrated that signed languages are full linguistic systems, unrelated to and independent of the spoken languages in their environments. The bulk of linguistic and anthropological research on deaf communities and signed languages has been concentrated in the USA and Western Europe, while hardly any attention has been paid to the Middle East and North Africa. In this talk on signed language diversity in the Arab world, I discuss pathways of signed language migration, the linguistic structure of signed languages, and the importance of language rights as human rights for deaf signing communities.
وفقا لدراسات علمية أُجريت منذ النصف الأخير للقرن العشرين ، تعتبر لغات الإشارة لغات كاملة ومكتملة ، مستقلة عن اللغات الشفهية التي يتكلم بها مجتمعات السامعين المحيطة بمجتمعات الصم. لقد ركزت الأغلبية الساحقة من الأبحاث اللغوية والأنثروبولوجية في مجتمعات الصم ولغات الإشارة حتى الآن على أمريكا وأوروبا الغربية وقلما تذكر الشرق الأوسط أو شمال إفريقيا. في هذه المحاضرة التي سميتها التنوع في لغات الإشارة بالعالم العربي أتناول كيفية انتشار لغات الإشارة والنظام اللغوي للغات الإشارة وأهمية الحقوق اللغوية أي الحقوق البشرية لمجتمعات الصم التي تستعمل بلغات الإشارة.

A bridge of international communication and understanding
As the year of America's bicentennial approached a group of private American citizens with long connections to the Kingdom of Morocco, established a non-governmental organization, The Tangier American Legation Museum Society (TALMS), to administer the Tangier American Legation Museum (TALIM). Its Board is composed of eminent scholars, diplomats, and personalities from the private sector. Through its grants, conferences, research library, public visitor and social outreach programs, TALIM provides a bridge of communication and understanding between the U.S., Morocco, and countries around the world.
A national historic landmark of the U.S
TALIM receives thousands of visitors throughout the year—not only from Morocco and the U.S. but from France, Spain, Great Britain, Eastern Europe,and as far away as Japan and China. The Museum is a national historic landmark of the U.S. located in the old city. The 45 room complex is filled with engravings and paintings that are attractively displayed in its well-appointed public galleries. The Museum preserves the heritage of America and Morocco, reminding visitors of the long and friendly relationship with this moderate North African nation.
