USA: SOUTH WEST COAST PREPARES FOR HURRICANE FRAN UPDATE
English/Nat
People in Florida, South Carolina and Georgia are preparing for the onslaught of a hurricane that is threatening the eastern seaboard of the United States.
Hurricane Fran is expected to hit land around midnight local time between Georgetown and Myrtle Beach, South Carolina.
On Thursday, South Carolina residents were busy getting ready for Fran - hoping that it will spare their communities the devastation that Hurricane Hugo inflicted in 1989.
The people of South Carolina know how to prepare for a hurricane.
It is a knowledge acquired by practice in a region that has often become the target of violent storms.
Memories of Hurricane Hugo, which killed 29 people in South Carolina and left large parts of the state completely devastated, are still fresh on many minds here.
Thousands of coastal residents have fled inland to dodge Fran.
Hotels more than 100 miles (160 kilometres) away were filling up quickly after officials in Chatham county urged residents to voluntarily move inland, if possible.
For the county's waterfront and low-lying neighborhoods, the evacuation order is mandatory.
Those who haven't left yet are getting ready to do so, trying to secure their houses and other belongings as much as possible.
SOUNDBITE:
We're just gonna monitor and see what the weather channel says - and at that point, we'll go inland if it's really bad.
SUPER CAPTION: Myrtle Beach resident
As the winds are picking up, police are going from door to door to check that the evacuation orders are followed.
UPSOUND: (policemen at door)
Hi, how you're doing, we're with the Chatham County police department - nobody's gonna be here ? That's fine.
Landfall of the hurricane is predicted for midnight (0400 GMT), with winds approaching 130 mph (210 kmh).
And officials worry that even if Fran only skirts the coast, the previous days of torrential rainfalls have left the coast vulnerable to flooding and serious tree damage.

SUMMARY
=======
Jacksonville is the most populous city in the U.S. state of Florida and the largest city by area in the contiguous United States. It is the seat of Duval County, with which the city government consolidated in 1968. Consolidation gave Jacksonville its great size and placed most of its metropolitan population within the city limits. With an estimated population of 892,062 as of 2017, Jacksonville is also the most populous city in the southeastern United States. The Jacksonville metropolitan area has a population of 1,631,488 and is the fourth largest in Florida.Jacksonville is centered on the banks of the St. Johns River in the First Coast region of northeast Florida, about 25 miles (40 km) south of the Georgia state line and 340 miles (550 km) north of Miami. The Jacksonville Beaches communities are along the adjacent Atlantic coast. The area was originally inhabited by the Timucua people, and in 1564 was the site of the French colony of Fort Caroline, one of the earliest European settlements in what is now the continental United States. Under British rule, settlement grew at the narrow point in the river where cattle crossed, known as Wacca Pilatka to the Seminole and the Cow Ford to the British. A platted town was established there in 1822, a year after the United States gained Florida from Spain; it was named after Andrew Jackson, the first military governor of the Florida Territory and seventh President of the United States.
Harbor improvements since the late 19th century have made Jacksonville a major military and civilian deep-water port. Its riverine location facilitates Naval Station Mayport, Naval Air Station Jacksonville, the U.S. Marine Corps Blount Island Command, and the Port of Jacksonville, Florida's third largest seaport. Jacksonville's military bases and the nearby Naval Submarine Base Kings Bay form the third largest military presence in the United States. Significant factors in the local economy include services such as banking, insurance, healthcare and logistics. As with much of Florida, tourism is important to the Jacksonville area, particularly tourism related to golf. People from Jacksonville may be called Jacksonvillians or Jaxsons (also spelled Jaxons).

Alabama's only saltwater port, Mobile is located on the Mobile River at the head of the Mobile Bay and the north-central Gulf Coast. The Port of Mobile has always played a key role in the economic health of the city, beginning with the settlement as an important trading center between the French colonists and Native Americans, down to its current role as the 12th-largest port in the United States.Mobile is the principal municipality of the Mobile metropolitan area. This region of 412,992 residents is composed solely of Mobile County; it is the third-largest metropolitan statistical area in the state. Mobile is the largest city in the Mobile-Daphne−Fairhope CSA, with a total population of 604,726, the second largest in the state. As of 2011, the population within a 60-mile (100 km) radius of Mobile is 1,262,907.Mobile was established in 1702 by the French as the first capital of colonial La Louisiane (New France). Mobile first became a part of the United States of America in 1813, with the annexation by President James Madison of West Florida from Spain. In 1861, Alabama joined the Confederate States of America, which surrendered in 1865.Considered one of the Gulf Coast's cultural centers, Mobile has several art museums, a symphony orchestra, professional opera, professional ballet company, and a large concentration of historic architecture. Mobile is known for having the oldest organized Carnival or Mardi Gras celebrations in the United States. Its French Catholic colonial settlers celebrated this festival from the first decade of the 18th century. Beginning in 1830, Mobile was host to the first formally organized Carnival mystic society to celebrate with a parade in the United States. (In New Orleans such a group is called a krewe.)
