Leningrad Oblast is a federal subject of Russia . It was established on August 1, 1927, although it was not until 1946 that the oblast's borders had been mostly settled in their present position. The oblast was named after the city of Leningrad . Unlike the city, the oblast retains the name of Leningrad. The oblast overlaps the historic region of Ingria and is bordered by Finland in the northwest and Estonia in the west, as well as five federal subjects of Russia: the Republic of Karelia in the northeast, Vologda Oblast in the east, Novgorod Oblast in the south, Pskov Oblast in the southwest, and the federal city of Saint Petersburg in the west. It lies on the Karelian Isthmus near the head of the Vyborg Bay, 130 km to the northwest of St. Petersburg and 38 km south of Russia's border with Finland, where the Saimaa Canal enters the Gulf of Finland.     The Mannerheim Line was a defensive fortification line on the Karelian Isthmus built by Finland against the Soviet Union. During the Winter War it became known as the Mannerheim Line, after Field Marshal Baron Carl Gustaf Emil Mannerheim. The line was constructed in two phases: 1920–1924 and 1932–1939. By November 1939, when the Winter War began, the line was by no means complete.
