Whether the sovereign state should be regarded as a constitutional or an absolute monarchy is disputed. Its sole land border is with neighboring Gulf Cooperation Council monarchy Saudi Arabia to the south, with the rest of its territory surrounded by the Persian Gulf.     Dukhan is a city in the western municipality of Al-Shahaniya in the State of Qatar. It is approximately 80 kilometres west of the capital, Doha. Dukhan is administrated by Qatar's state oil agency Qatar Petroleum and is the site of the first oil discovery in Qatar. It was previously a part of Al Rayyan municipality. All the industrial operations inside the city are administrated by the Dukhan Operations Department. A special permit from Qatar Petroleum, in the form of a Dukhan entry gate pass, is required for entry to the city. A four-lane motorway connects Doha with Dukhan.

    Al Khor , also spelled Al Khawr, is a municipality in the state Qatar. Al Khor City, the municipal seat, is located in the northeast coast of Qatar, around 60 kilometres from the capital, Doha and it is considered to be one of the major cities in Qatar. Al Thakhira is the second largest settlement in the municipality after Al Khor City. The region was ruled by the Al Muhannadi tribe, which consists of seven Bedouin families, before Qatar gained its independence in 1971. Tourism has been increasing in recent years owing to the municipality's various resorts, natural areas and cultural attractions. Fishing was the historical mainstay of most the municipality's inhabitants.
