A pickpocket in Spain can only be detained if caught stealing more than €400 or have many repeat offences. If they are caught with less than € 400 they will only receive a fine and leave, and will be free to rob tourists again. At the moment, the only solution for the tourists is to protect themselves from the thieves using a few techniques explained in this video.
