Correctional Services holds open day (18.3.2017)
The Correctional Services Department held an open day at the Staff Training Institute and the Correctional Services Museum in Stanley today.
The event ties in with the 20th anniversary of the establishment of the Hong Kong Special Administrative Region and the 35th anniversary of the Prisons Department’s renaming as the Correctional Services Department.
The institute’s Honorary Advisor Kwan Chuk-fai and Principal Lee Kwok-po, and the Assistant Commissioner of Correctional Services Ng Sau-wai officiated at the opening ceremony.
Students, members of charitable organisations and non-governmental organisations, department staff and their family members learnt about the department’s latest developments and the penal system’s historic changes through interactive sessions.
They also appreciated the efforts of people in custody to start a new life, by tasting the refreshments prepared by those who have taken vocational training courses.
Visitors used virtual reality technology to experience recruit training, Regional Response Team training and the work of the Dog Unit.
Performances included a joint foot-drill by the Civil Aid Service pipe band, the department’s pipe band and Guard of Honour, and tactical demonstrations by the Dog Unit. Weapons and anti-riot equipment from different eras were also on display.
At the Correctional Services Museum, visitors enjoyed a drama that introduced the history of correctional services and the department’s work, engaged with department staff in old uniforms, and took photos with the old prison as the background.
Game booths boosted the festive atmosphere with prizes such as paper models of staff members in different uniforms and Easter eggs made by people in custody. (

Protesters and police engaged in a standoff in Hong Kong's central district Monday.
Protesters challenged law enforcement in at least eight districts, responding to continuous rounds of tear gas with practiced swiftness.
Some started fires outside police stations and hurled bricks and eggs at officers.
The central government in Beijing has condemned what they call violent and radical protesters who have vandalized the Chinese national flag on the sidelines of major rallies.
China has accused unnamed foreign forces of inflaming the demonstrations out of a desire to contain the country's development.
A string of demonstrations began in June against proposed extradition legislation that would have allowed some suspects to be sent to mainland China for trial. While the government has since suspended the bill, protesters have pressed on with broader calls for democratic reforms, an investigation into allegations of police brutality and for the city's leader to step down.

China's secret 'brainwashing' camps - BBC News
Leaked documents detail for the first time China's systematic brainwashing of hundreds of thousands of Muslims in a network of high-security prison camps.
The Chinese government has consistently claimed the camps in the far western Xinjiang region offer voluntary education and training.
But official documents, seen by BBC Panorama, show how inmates are locked up, indoctrinated and punished.
China's UK ambassador Liu Xiaoming dismissed the documents as fake news. He said the measures had safeguarded local people and there had not been a single terrorist attack in Xinjiang in the past three years.
In total disregard of the facts, some people in the West have been fiercely slandering and smearing China over Xinjiang in an attempt to create an excuse to interfere in China's internal affairs, disrupt China's counter-terrorism efforts in Xinjiang and thwart China's steady development, he said.
The leak was made to the International Consortium of Investigative Journalists (ICIJ), which has worked with 17 media partners, including BBC Panorama and The Guardian newspaper in the UK.

This is a place for people who love history and are committed to know something more about the city. The place is located in Kowloon, Tsim Sha Tsui East, 100 Chatham Road South. It's a long tale museum in which the whole story of Hong Kong is told, beginning from the pre-historic era up to the present days. 'Tai Kwun, or the Former Central Police Station Compound (CPS Compound) includes three declared monuments in Central, Hong Kong: the former Central Police Station, the Former Central Magistracy and the Victoria Prison. Surrounded by Hollywood Road, Arbuthnot Road, Chancery Lane and Old Bailey Street, the compound underwent a heritage revitalisation and reopened to the public on 29 May 2018[1] as Tai Kwun (Chinese: 大館), a centre for heritage and arts.
History
The Former Central Police Station Compound, built between 1841 and 1925, comprises 16 historic building grouped under the former Central Police Station, the Former Central Magistracy and the Victoria Prison.[2] Most of the city's historic colonial architecture had been bulldozed for development before the British government handed it back to China in 1997.
The first building in the Former Central Police Station Compound is a Magistrate's House with jail blocks, which were built in 09Aug 1841. In the year of 1899, the Former Central Prison renamed into Victora Prison (or Victoria Gaol). The site underwent numerous expansions and reconstruction over the next century. In the year of 1862, the number of prisoners increased to 650, therefore the government decided to develop the land nearby. The series of compound hence formed 'Tai Kwun'. When Victoria Prison was decommissioned in 2006, the compound accomplished its mission as a law enforcement organization for Hong Kong.
In 1867, the Chinese diplomat and statesman during the Qing dynasty, Guo Songtao with his team passed by Hong Kong in December while their trip to the Great British. In the meanwhile, they made a visit to the Central Police Station, and Guo had written down the situation inside the prison in his journal.Guo, Songtao. 使西紀程. archieve. Retrieved 8 June 2010. In his journal, he mentioned that Victoria Prison is a 3-storey building, the prisoner who committed the most serious crime would be locked at the top level of the building.
In 2008, the Hong Kong SAR Government partnered with the Hong Kong Jockey Club to conserve the and revitalise the complex.
The revitalisation project is one of the most significant and most expensive revitalisation projects in Hong Kong. It has been led by the Hong Kong Jockey Club in partnership with the Government of the Hong Kong SAR. The HK$1.8 billion project was conceptualised in 2007 and conservation work started in 2011. The Hong Kong Jockey Club's charities trust has spent over HK$3.7 billion so far since 2011 as of May 2018.
The conversion was completed in phases. Work faced a setback when a wall and roof collapsed in 2016. The Buildings Department prosecuted a sub-contractor it deemed responsible for the accident, which was reportedly triggered by the failure of a brick pier that had been structurally undermined. Tai Kwun partially reopened to the public in May 2018.

A Former Central Police Station (CPS) Revitalisation Project was established to conserve and revitalise the heritage site for reuse. The project was operated by the Hong Kong Jockey Club and took eight-year and HK$3.8 billion.
Tai Kwun, named after the historical colloquial name of the compound, is a mix of heritage and contemporary architecture. 16 heritage buildings have been restored for reuse. An additional two new buildings have been constructed, featuring designs inspired by the site's historic brickwork.
The remodelled compound was opened to the public in three phases, beginning with the inaugural exhibition 100 Faces of Tai Kwun on 29 May 2018.
As early as the 1880s, the name Tai Kwun has been recorded in news articles in reference to the Former Central Police Station.
In 2018, Time listed Tai Kwun in its World's Greatest Places 2018 list.'

In 2002, Mandy was convicted of drug trafficking and jailed for 16 years. She was 21 years old at the time. To support offender rehabilitation, the Correctional Services Department encourages inmates to study and provides financial assistance to help them cover fees for vocational training courses and public examinations. WW2 Japanese war crimes - Japanese Invasion of China 1937-1944 (World war II two -Asian Holocaust)
The total number of military and non-military casualties, both dead and wounded, at 35 million.[Most Western historians believed that the total number of casualties was at least 20 million.
The official PRC statistics for China's civilian and military casualties in the Second Sino-Japanese War from 1937 to 1945 are 20 million dead and 15 million wounded. The figures for total military casualties, killed and wounded are: NRA 3.2 million; Communist 500,000.
The official account of the war published in Taiwan reported that the Nationalist Chinese Army lost 3,238,000 men (1,797,000 wounded, 1,320,000 killed, and 120,000 missing) and 5,787,352 civilians casualties putting the total number of casualties at 9,025,352. The Nationalists fought in 22 major engagements, most of which involved more than 100,000 troops on both sides, 1,171 minor engagements most of which involved more than 50,000 troops on both sides, and 38,931 skirmishes.
An academic study published in the United States estimates military casualties: 1.5 million killed in battle, 750,000 missing in action, 1.5 million deaths due to disease and 3 million wounded; civilian casualties: due to military activity, killed 1,073,496 and 237,319 wounded; 335,934 killed and 426,249 wounded in Japanese air attacks.
According to historian Mitsuyoshi Himeta, at least 2.7 million civilians died during the kill all, loot all, burn all operation (Three Alls Policy, or sanko sakusen) implemented in May 1942 in north China by general Yasuji Okamura and authorized on December 3, 1941 by Imperial Headquarter Order number 575.
The property loss suffered by the Chinese was valued at 383 billion US dollars according to the currency exchange rate in July 1937, roughly 50 times the gross domestic product of Japan at that time (US$7.7 billion).
In addition, the war created 95 million refugees.

Detailed by country: China 12,392,000; Indochina 1,500,000; Korea 500,000; Dutch East Indies 3,000,000; Malaya and Singapore 100,000; Philippines 500,000; Burma 170,000; Forced laborers in Southeast Asia 70,000, 30,000 interned non-Asian civilians; Timor 60,000; Thailand and Pacific Islands 60,000.
Gruhl estimates POW deaths in Japanese captivity at 331,584. Detailed by country: China 270,000; Netherlands 8,500; Britain 12,433; Canada 273; Philippines 20,000; Australia 7,412; New Zealand 31; and the United States 12,935.
Out of 60,000 Indian Army POWs taken at the Fall of Singapore, 11,000 died in captivity.
There were 14,657 deaths among the total 130,895 western civilians interned by the Japanese due to famine and disease
