News of Japan having transferred 10 billion yen to Seoul on this Wednesday... as part of a deal struck between Korea and Japan... for a more future-oriented relationship.
But, here in downtown Seoul... as they have for the 1,246th Wednesday for almost a quarter of a century, this group of people remain unstirred.
Rain or shine, victims of Japan's wartime sex slavery system,... and civic groups,... have been gathering in front of the Japanese Embassy in Seoul to raise their voice... calling for a sincere apology.
But, a landmark agreement between Seoul and Tokyo was reached, in a bid to resolve the issue.
that's why Japan continuously demands the removal of the Pyeonghwabi, or Statue of Peace,... which represents and commemorates the so-called comfort women.
More than two decades after the first victim of the Japanese military's wartime sex slavery system came out with her painful story,... Seoul and Tokyo's top diplomats shook hands,... on December 28th, 2015,... after a dozen working level talks on resolving one of the most thorniest issues between the two countries.
The issue comfort women, was a matter which, with the involvement of the Japanese military authorities at that time, severely injured the honor and dignity of a large number of women.
Under the premise that the Japanese government 'fully' implements the bilateral agreement,... the Korean government confirms that the issue has been bilaterally settled finally and irreversibly.
Where does Japan stand at this point when it comes to fully implementing what was agreed back in December?
One of Japan's key promises in the deal was the sum of 10 billion yen, or roughly 9 million U.S. dollars intended to help heal the wounds of the victims.
As agreed,... Seoul established a foundation,... which was launched seven months after the deal,... while Tokyo gave the green light to the 10 billion yen payment,... transferring the amount to the Reconciliation and Healing Foundation on this Wednesday.
Roughly 80 percent of the money will be given in cash.
The surviving victims will receive around 90-thousand U.S. dollars each,... while 18-thousand will be distributed to the families of the deceased victims.
There's been some ambiguity on the nature of the money.
While the victims want concrete compensation,...meaning that Tokyo takes clear legal responsibility to its past wrongdoings,... Japanese officials claim the fund is being given on humanitarian grounds.
Japan's claim is correct, making the Korean government and the foundation's claims that this should be seen as monetary compensation illogical.
That's why some say the money is not much different from the Asian Women's Fund,... through which the Japanese government and the public provided donations to Korean and other Asian comfort women in the 1990s,... but this professor says otherwise.
This time the fund comes entirely from the Japanese government. I think of it,... and we must think of it as compensation,... it's what the Korean government had initially requested.
Apart from the debate on whether the money is 'compensation or not',...experts also say,... the ambiguity of the agreement leaves room for different interpretations by Japanese politicians and opinion leaders; some could take the transfer of the 10 billion yen as a channel for Japan to clear itself from past atrocities once and for all.
If you carefully read the actual letters of the agreement on December 28th, there's no question the transfer of the fund from the national budget of the Japanese government constitutes a very important part of the agreement to be fulfilled, but that's not the end of the story. The Japanese government should continue to do all the necessary measures to restore the honor and dignity of all surviving victims of the wartime sex slavery in Korea.
This,... especially so,... for the victims to acknowledge Japan's sincerity.

Japanese school trips to Korea cancelled amid girl statue row
Japan has reportedly issued yet another travel warning to its citizens, urging them to stay away from Korea.
This has led to an annual school trip by Japanese students to the Korean city of Pyeongtaek being cancelled.
With more on this and other news around the world we turn to Ro Aram.
Aram... the previous warning was due to security concerns, but this time its because of a diplomatic spat over a statue....
That's right Jihye, this statue in Pyeongtaek symbolizing victims of Japan's wartime sexual slavery has angered residents of the Japanese city of Matsuyama, according to Kyodo News.
About a dozen students from one of the city's middle schools were scheduled to visit Pyeongtaek in July for a weeklong visit.
However, following the appearance of the statue, the city was quoted by the news agency as saying that the trip had to be cancelled because the children's parents would be unable to send their kids over with peace of mind.
The exchange program between the two friendship cities has been running since 2006, aimed at sharing culture and talent.
Instability on the Korean peninsula and political uncertainty were also cited as reasons for Tokyo to issue the latest travel warning.
Meanwhile, in contrast to Japanese reactions regarding the situation on the Korean peninsula, Cambodia has played down concerns.
Prime Minister Hun Sen said on Thursday that Cambodia has no plans to evacuate its citizens from South Korea.
Speaking at a university graduation ceremony, Hun Sen said if his country takes back all Cambodian workers in Korea over a minor issue, then it will be difficult to request Seoul to take in more workers in the future.
His Japanese counterpart Shinzo Abe earlier said his government is drawing up evacuation plans for Japanese nationals in case of conflict on the Korean peninsula.

South Korea and ASEAN countries along the Mekong River have many similarities including their war-torn past in the second half of the 20th Century. Korea's official aid agency is aiming to ramp up efforts to bring peace and prosperity to ASEAN countries with greater development cooperation.

Removing the remnants of war along the Mekong River,... South Korea is aiming to restore the land for generations to come.
Korea's official aid agency KOICA has been helping clear landmines from countries that were affected by the Indochina Wars.
More than two-hundred-and-twenty thousand people have been injured or killed by the explosives since the 1960s,... across Laos, Cambodia, Vietnam and Myanmar in particular.
In those countries, KOICA is supporting locals affected by war, replacing the former conflict zones with peace villages.
This initiative encompasses 3 P values: People, Peace and Prosperity and it's receiving great attention and expectations from the government and people of the partner countries in the Mekong region.
The country's official aid agency KOICA on Monday signed MOUs with Cambodia, Laos, Myanmar, the Philippines and Vietnam to strengthen cooperation in areas.
ASEAN countries are included in KOICA's high priority partner countries. Following the government's New Southern Policy, KOICA plans to double the ODA volume to those countries in the next five years. We also aim to enhance the effectiveness of development cooperation by focusing on 5 areas of : digital partnership, higher education, rural development, smart cities and transportation.
Korea's Official Development Assistance to the five countries and Indonesia has grown from 86-point-7 million U.S. dollars in 2011 to 115-point-8 million dollars in 2017.
Its flagship projects include rural development, ICT training and infrastructure, education, women's empowerment and leadership as well as public policy.
Since 1991,... KOICA has expanded its operations to 44 offices around the globe, implementing diverse development projects, training, and overseas volunteering programs.
South Korea soon celebrates its 10 year anniversary of its transition from a recipient of international aid to an official donor country in 2009.

Top UN rights official meets former Korean 'comfort women' / YTN
The U.N. High Commissioner for Human Rights has met with three ageing South Korean comfort women on a visit to Seoul to open his office's field branch.
During the meeting in Seoul on Wednesday, Zeid Ra'ad Al Hussein embraced the three who are among the surviving South Korean women forced by Japanese military into sexual slavery during World War Two. He vowed to continue advocating on behalf of South Korean victims of Japan's wartime sex slavery.
Hours after the encounter between the U.N. commissioner and the three elderly women, Kim Yeon-Hui, an 83-year-old former comfort woman, died of age on Wednesday, leaving the number of the surviving South Korean comfort women to 49.
Earlier in the day, an appeals court in South Korea's southwestern city of Gwangju ordered Japan's Mitsubishi Heavy Industries Ltd. to compensate five South Koreans for forcing them into hard labor during World War Two.

Special guests were invited to a banquet dinner at the presidential Elysee Palace in Paris welcoming the state visit to France by President Moon Jae-in. They are a group of students from a Korean girls high school and their teacher. Here are the details.

The Champs-Élysées avenue in downtown Paris is adorned with the South Korean flag. A group of Korean female students is spotted near the Arc de Triomphe monument where a parade was held.
[Soundbite] Look, this is the Arc de Triomphe constructed in 1836.
The teachers and the students from Gwangju, Korea were invited to the presidential banquet at the Elysee Palace.
[Soundbite] I'll have today's special and chocolate ice cream.
The invitation was extended a month ago. Amid a dwindling number of students choosing French as their second foreign language these days, The French ambassador to Seoul once chanced upon observing a creative French class taught at this girls high school, and served as the facilitator for their invitation to Paris.
[Soundbite] How do you do. Thank you for the invitation.
The experience of learning French and even meeting the French president has been valuable for the students to say the least. They are now eager to study even more. The teacher was also recognized by the French government with a medal for her contribution to French education for over 30 years.
[Soundbite] Yang Soo-gyeong(Teacher, Daegwang Girls' High School, Gwangju) : The French embassy provides materials that motivate students to learn the language. I believe this is something Korea can learn from as well.

Korea's indigenous canine, the Sapsal dog is making use of its exceptional sense of smell and guard instincts to help protect the country's cultural heritage sites. Here’s more.

This was the advance base of the Joseon Navy, which led the Hansan naval battle with a crane's wing tactic under the leadership of Admiral Yi Sun-sin. This is the Tongyeong tri-provincial naval base, designated historical site No. 420. A new guard has been stationed to protect the naval headquarters as well as Sebyeonggwan, a guesthouse for high-ranking officials appointed National Treasure No. 305. That guard is Heemang-i, a four-year old male Sapsal, an indigenous canine breed and Korea's Natural Monument No. 368. Having undergone training for the past year, Heemang-i will take on patrol and nighttime security duties.
[Soundbite] Lee Byeong-ju(Resident Researcher, TTDC) : A sapsal dog can use its sense of smell to prevent fire or man-made disasters.
Heemang-i is a dog raised to guard cultural assets. The Cultural Heritage Administration has been investing roughly 135,000 dollars annually for the project since 2014. The idea is that it's more meaningful for an indigenous dog to protect historical sites and national treasures.
[Soundbite] Lee Jeong-geun(Daejeon Resident) : Employing Korea's indigenous sapsal dog to protect cultural properties is a good way to build up patriotism.
Nineteen heritage protection dogs have been dispatched so far to guard 11 cultural properties, national treasures and Buddhist temples.

STORYLINE
A second group of South Korean medics and reconstruction troops attended a farewell ceremony on Tuesday afternoon in Gwangju ahead of their departure to Iraq on Wednesday morning.
The troops will replace their colleagues who are currently in Iraq.
About 460 South Korean military medics and engineers have been operating in the southern Iraqi city of Nasiriyah for a year.
As the 330 soldiers saluted their commanders and families, they seemed unconcerned by the current instability in Iraq and said they are prepared for their mission.
Meanwhile, a pledge earlier this year of an additional deployment of troops to the northern Iraqi oil town of Kirkuk, was put on hold amid concerns it would involve combat operations, which would violate Parliament's mandate for peacekeeping.
South Korea is now considering sending the deployment to two other towns in the northern Kurdish region of Iraq, Sulaimaniyah and Irbil.
The dispatch was originally scheduled as early as April, but officials said it will be pushed back as the military selects a new location and prepares for the new mission.
South Korean Defence Ministry officials would not give a timing for the deployment.
The mission would make Seoul the largest coalition partner after the United States and Britain.

Korea signs MOUs with East Timor and Kyrgystan to further Saemaul model

Korea has helped developing countries break out of poverty and improve their living standards over the years with the Saemaul Undong, a homegrown rural reform initiative.
Additional steps to support global development were highlighted at an annual conference in Pyongchang.

Korea has bolstered its commitment to helping rural communities around the world end poverty and create sustainable ways of living... with its homegrown rural development model called Saemaul Undong.
Interior Minister Hong Yun-sik has taken that commitment one step further... by forging bilateral agreements with his counterparts from East Timor and Kyrgystan during a four-day Saemaul Leadership conference in Pyeongchang.
The Saemaul Undong movement transformed Korea's impoverished, war-torn landscape into an economic powerhouse starting in the 1970s,... improving not only agriculture and infrastructure but also jobs, education and governance, in addition to promoting gender equality.
Minister Hong remarked on the progress of Saemaul projects in East Timor, while and East Timor's Justice Minister Dionisio Soares expressed a desire to further expand pilot villages and human resources training.
After studying Saemaul Undong principles, which are basically based on changing mindsets, self-reliance and self-initiative,... and to take it on from there, our government think it's very important to embrace these values.
Korea had also signed an MOU with Kyrgyzstan the previous day,... on the expansion of Saemaul projects and training in the country.
The Saemaul Undong has been the force behind major developments in several villages, especially in terms of building infrastructure. The MOU signed today marks a new chapter in expanding Saemaul-based development.
To further help countries localize the rural reform initiative, Korea's interior minister outlined several courses of action.
We're developing a Saemaul Index to help countries localize and customize the initiative to their needs and stages of development, in addition to producing a comprehensive educational curriculum. Microfinancing for low-income villagers is also essential, so we will include that to share the Saemaul financial cooperative experience.
Korea will also support the Global Saemaul League, a network of more than 30 countries launched on Wednesday to strengthen cooperation on further spreading the initiative.

President Xi meets 3000-member Japanese delegation in Beijing
Chinese President Xi Jinping attended a gathering of more than 3,000 Japanese visitors in Beijing Saturday to support people-to-people exchanges between the two nations.
The China-Japan friendship is rooted in the people, and the future of the bilateral relationship is in the hand of the people of the two countries, Xi said as he delivered a speech at the meeting at the Great Hall of the People in downtown Beijing.
The 3,000-member Japanese delegation arrived in China on Friday, an event observers hope will deepen mutual understanding and trust between the two countries.
Recalling the long history of interaction between the two neighbors, Xi said that peace and friendship have been the main theme in the mind of the Chinese and Japanese people.
History has proved that the China-Japan friendship benefits not only the two countries and the two peoples, but also Asia and the world at large, Xi said, calling for joint efforts from both sides to cherish and safeguard the friendship.
He said the Chinese government attaches great importance to the ties with Japan and supports people-to-people exchanges between the two countries.
We stand ready to work with the Japanese side to advance the neighborly friendship and cooperation between the two countries on the basis of the four political documents, said the president.
The four political documents refer to the China-Japan Joint Statement inked in 1972, the China-Japan Treaty of Peace and Friendship of 1978, the China-Japan Joint Declaration of 1998 and a joint statement on advancing strategic and mutually beneficial relations that was signed in 2008.
As this year marks the 70th anniversary of the end of World War II, Xi said the crimes committed by the Japanese militarists during Japan's war of aggression should never be covered.
Not only people from China and other Asian countries invaded by Japan, but also, I believe, the Japanese people with a sense of justice and conscience, will not allow any attempt to distort or beautify the history of invasion conducted by Japanese militarists, he said.
The Japanese people were also victims in the war, Xi said, adding that the two sides should learn from the history and make joint efforts to pursue lasting friendship to contribute to peace in Asia and the whole world.
Xi highlighted the important role of the youth in cementing friendship and promoting peace between the two countries.
Echoing Xi, Toshihiro Nikai, chairman of the Liberal Democratic Party's General Council, pledged on behalf of the delegation to work harder to improve the relationship between Japan and China.
The Japanese delegation included heads of local governments and big enterprises -- a group willing to intensify ties with China.
At the gathering, the Chinese and Japanese participants issued a joint proposal to enhance people-to-people exchanges and cooperation in pursuit of China-Japan friendship from generation to generation.
