New Westminster is a city in the Lower Mainland region of British Columbia, Canada, and a member municipality of Metro Vancouver. It was founded by Major-General Richard Moody as the capital of the new-born Colony of British Columbia in 1858, and continued in that role until the Mainland and Island Colonies were merged in 1866, and was the Mainland's largest city from that year until it was passed in population by Vancouver during the first decade of the 20th Century.     The Thames Barrier prevents the floodplain of most of Greater London from being flooded by exceptionally high tides and storm surges moving up from the North Sea. It has been operational since 1984. When needed, it is closed during high tide; at low tide it can be opened to restore the river's flow towards the sea. Built approximately 3 km due east of the Isle of Dogs, its northern bank is in Silvertown in the London Borough of Newham and its southern bank is in the New Charlton area of the Royal Borough of Greenwich.
