Córdoba is a province of Argentina, located in the center of the country. Neighboring provinces are : Santiago del Estero, Santa Fe, Buenos Aires, La Pampa, San Luis, La Rioja and Catamarca. Together with Santa Fe and Entre Ríos, the province is part of the economic and political association known as the Center Region. Córdoba is the second most populous Argentine province, with 3,308,876 inhabitants, and the fifth by size, at about 165,321 km2 . Almost 41% of its inhabitants reside in the capital city, Córdoba, and its surroundings, making it the second most populous metro area in Argentina.

Plaza San Martín is located in the downtown area of Rosario, occupying the block defined by Santa Fe St., Dorrego St., Córdoba St. and Moreno St., along the historical segment of Córdoba St. called Paseo del Siglo.     In the last years of the 1950s, it became clear that there was a need to modernize the old Suspension bridges road in the province of Córdoba, Argentina. Increasing traffic and trade between the provinces of Cordoba Mendoza and San Juan needed new roads to expedite travelling times and decrease costs. At the same time, it was considered important to create a route linking the ports of the Atlantic with the Pacific through the Cordoba corridor. In 1956, President of Provincial Roads Engineer Laisseca said that it was inappropriate for the old road to be improved, but a new one should be built using the best modern technology. For this reason, during the administration of Governor Arturo Zanichelli, an aerial survey of that region of the Sierras Grandes was undertaken to map the topography....
