Piney Flats is an unincorporated community in Sullivan County in the U.S. state of Tennessee. It is part of the Kingsport–Bristol –Bristol Metropolitan Statistical Area, which is a component of the Johnson City–Kingsport–Bristol, TN-VA Combined Statistical Area – commonly known as the Tri-Cities region. Some areas of Piney Flats along U.S. Route 11E have been annexed by Johnson City and Bluff City north of the intersection and areas along Allison Road & Piney Flats Road.   • 2. Rocky Mount Museum Piney Flats
    Rocky Mount, in Piney Flats, Tennessee, also known as the Cobb-Massengill House, was the first territorial capital of the Southwest Territory. The property of William Cobb, the original residence at Rocky Mount served as the territorial capital from 1790 to 1792. Dendroarchaeological investigations at the site by the University of Tennessee revealed that the present dwelling dates to the late 1820s. The property is owned by the State of Tennessee and has been operated by the Rocky Mount Historical Association, a non-profit organization in partnership with the Tennessee Historical Commission, since 1962. The property is a living museum that recreates the year 1791, when William Blount was in residence as governor. It is next to the DeVault-Massengill House.

The trail descends from Abingdon to Damascus, traversing rolling farm countryside and numerous parcels of private property – requiring opening and closing private gates along the route. From Damascus, hikers, cyclists and equestrians ascend to Whitetop, following Laurel Creek. Cyclists can use a shuttle service to Whitetop for the 17-mile return descent.
