A new housing scheme in New York is making inroads on the city's chronic problem of homelessness.
Housing officers have found that it's cheaper to pay for people to live in their own rooms than place them in shelters.
It's a solution in keeping with the spirit of Habitat Two, the United Nations city conference winding down today (Thursday) in Istanbul.
Every evening, a charity delivers soup, bread and fruit to the street people.
Most of these people are sleeping out or staying in shelters provided by the city.
But the streets can be a mean and dangerous place to stay, and the hostels are not much better.
People say they are unfriendly and crowded and don't help them get back on their feet again.

The shelters are - they're not helping, you see because they're just there to house the people - they're not helping the people to promote themselves and give the people some kind of hope, education and dignity.

The city and the nonprofit organisations which monitor the housing it provides, are aware shelters are not the answer for the homeless.
So they're trying to place new emphasis on a system which houses homeless people and people on low incomes in their own rooms - known as single-room-occupancy units or SRO's.
The Times Square Hotel, built in 1920 as a residential hotel for gentlemen is one such home.
The programme run here by Common Ground Community has also saved the building from decay.
Ed Simmons has lived at Times Square Hotel for several years. Like roughly half of the residents of Times Square, he qualifies because he's single and has an income of less than 25 thousand dollars (d) per year.

I find it convenient, it's affordable. Especially now that I've retired, it's much more affordable than if I had, say, taken something that was six, seven, eight-hundred dollars a month.

I think you can see from this building - just from the outside, I doubt very seriously if you knew if you had homeless people in here - it would never dawn on you.

Each person gets a room of their own with a bathroom and a kitchenette.
Social services are present on the premises, as well as medical services and even jobs are provided.
The centre also acts as an employment agency.
Jobs are provided for many of the residents in various ventures including a Ben and Jerry's ice cream shop downstairs.
Surprisingly it is actually cheaper to house people in this type of accommodation.

When people are in large institutions, it can range from 20-thousand dollars a year for a shelter to 113-thousand dollars a year for a state hospital and those are places people do not want to be. It's incredibly expensive - here - this is a place where people want to be and it's much cheaper.

Inauguration of City Council Member Benjamin J. Kallos for District 5
More than seven hundred community leaders and guests joined United States Senator Charles Chuck Schumer, New York State Attorney General Eric Schneiderman, Comptroller Thomas P. DiNapoli, Comptroller Scott Stringer, Public Advocate Letitia Tish James, City Council Speaker Melissa Mark-Viverito, Manhattan Borough President Gale Brewer, State Senator Liz Krueger, Council Member Dan Garodonick, Former Public Advocate Mark Green, Former Council Member Jessica Lappin, Former Assembly Member Jonathan Bing, and Bill Samuels to celebrate the inauguration of Council Member Benjamin J. Kallos. Congress Member Carolyn Maloney, who is on an international trip, provided remarks by video message.
New York State Attorney General Eric Schneiderman swore in Benjamin Kallos on Mr. Kallos' bar-mitzvah chumash as it was held by his sister.
The ceremony at the 92nd Street Y featured invocations from all three major religions as well as performances by renowned concert pianist and district resident Roy Eaton under slides of landmarks and community groups in the district, the national anthem by Talent Unlimited High School Men's Ensemble, a ballet performance of Snow Pas de Deux from the Yorkville Nutcracker by Dances Patrelle, gymnastics performances by the 92nd Street Y GymStars and the Asphalt Green Wave Gymnastics Team, as well as readings of Pastor Martin Niemöller's First They Came... and President Franklin Delano Roosevelt's Four Freedoms by members of the community.
The holocaust, survival, and standing up for those without a voice were prominent themes throughout the program, as were Roosevelt's Four Freedoms.
Themes of unity and equality ran through the Council Member Kallos' remarks, which touched on good government reform, his agenda for the Government Operations Committee, which he will chair, and his planned work in the district for the next four years. The following is excerpted from his remarks:
I will heed the lessons of the 'greatest generation.' I will speak for those for whom there is no one else to speak, regardless of whether I am one of them. Four essential human freedoms that we heard about from Jim remain a generation overdue. But like FDR, I believe them to be 'attainable in our own time and generation.' And I believe that they start at the local level, in the community. I will focus on 'freedom from want' to ensure 'a healthy peace time life for inhabitants,' a living wage for all so that we may eliminate the ever-growing gap between the 'haves' and the 'have nots' in hopes of unifying our great city.
I started this journey out of love for the neighborhood where I grew up and the conviction that government could be better. After thousands of conversations, hundreds of volunteers, dozens of special interest checks turned away, and your solutions for a better city submitted on my website and shared with me in person, I have been overwhelmed by the support for my vision: A government that is open, transparent, and accountable to you.
Kallos continued with his vision for the Government Operations Committee of the City Council: Our mandate will be to make our city's operations more efficient at seamlessly serving you. Kallos highlighted reform of community boards, campaign finance, the Board of Elections and the Board of Standards and Appeals.
Kallos invited members of the community to join him in-person for First Fridays in his district office (starting February 7), offered his website and phone number, and promised to bring his office to the community with mobile hours at community centers and senior homes.
In stating his policy priorities, Kallos focused on education by proposing more schools by incentivizing their inclusion in new buildings and identifying new spaces. He also reaffirmed his support for universal pre-K, after school and summer programs, and loan forgiveness for CUNY students who graduate and stay in the City.
Kallos continued with a commitment to seniors, affordable housing, women's issues and his opposition to the Marine Transfer Station in Yorkville.
The community slideshow featured images from Asphalt Green, Bike NYC, CIVITAS, Defenders of the Historic Upper East Side, Friends of the Upper East Side Historic Districts, Historic Districts Council, Lenox Hill Neighborhood House, The Municipal Art Society of New York and New York Junior Tennis League.
The Talent Unlimited High School Men's Ensemble were directed by Jevaughn Greenaway and included performers Anthony Buchanan, Quint Burke, Isaiah Bycinthe, Andreas Coca, Brendon George, Earnie Grant, Jerry Lancaster, Jr., Hakeem Miller, Michael Stewart, and Ngyasi Whitaker.

Poetry readings were given by community leaders Elsbeth Raymond and Uncle Jim Bates.

Burlington is the most populous city in the U.S. state of Vermont and the seat of Chittenden County. It is located 45 miles (72 km) south of the Canada–United States border and 94 miles (151 km) south of Montreal. Its population was 42,417 according to a 2010 U.S. census estimate. Burlington is the least populous city in the U.S. to be the most populous within a state.
One of the New Hampshire grants, the land that was developed as Burlington was awarded by New Hampshire colonial governor Benning Wentworth on June 7, 1763 to Samuel Willis and 63 others. In the summer of 1775, settlers began clearing land and built two or three log huts, but the outbreak of the American Revolutionary War delayed permanent settlement until after its conclusion. In 1783, Stephen Lawrence arrived with his family. The town was organized in 1785.
The War of 1812 was unpopular in Vermont and New England, which had numerous trading ties with Canada. Neither Vermont nor other New England states provided militia units or financial support. Vermont voters supported the Federalist Party, which opposed the war. At one point during the war, the U.S. had 5,000 troops stationed in Burlington, outnumbering residents and putting a strain on resources. About 500 soldiers died of disease, which was always a problem due to poor sanitation in army camps. Some soldiers were quartered in the main building at the University of Vermont, where a memorial plaque commemorates them.
In a skirmish on August 2, 1813, the British shelled Burlington. Depending on who relates the account, this is described either as a bold stroke by the British with an ineffectual response from the Americans, or a weak sally by the British, properly ignored by the Americans. The cannonade lasted for about 10 minutes and did not affect the outcome of the war. The American side was commanded by Naval Lieutenant Thomas Macdonough, later hero of the Battle of Lake Champlain.
The town's position on Lake Champlain helped it develop into a port of entry and center for trade, particularly after completion of the Champlain Canal in 1823, the Erie Canal in 1825, and the Chambly Canal in 1843. Wharves allowed steamboats to connect freight and passengers with the Rutland & Burlington Railroad and Vermont Central Railroad. Burlington became a bustling lumbering and manufacturing center and was incorporated as a city in 1865. Its Victorian era prosperity left behind much fine architecture, including buildings by Ammi B. Young, H.H. Richardson, and McKim, Mead & White.
In 1870, the waterfront was extended by construction of the Pine Street Barge Canal. This became polluted over the years and was a focus for cleanup in 2009 under the U.S. Environmental Protection Agency's Superfund program.
Late 20th century to present
In 1978 the ice cream enterprise Ben & Jerry's was founded in Burlington in a renovated gas station. It became a national brand, with retail outlets in numerous cities.
In 2007, the city was named one of the top four places to watch in the United States by the American Association of Retired Persons (AARP).
